South Whidbey Yacht Club 2016 Summer Series Racing Season Notice

SWYC’s Summer Series race season starts Saturday, June 3rd. All Pelican sailors and other small boat sailors are invited to join us. This notice applies to our Summer Series only and does not address our Whidbey Cup Regatta scheduled for June 11-12. The regatta is covered by a separate Notice of Race to be published on our website.

Times and Venues: Wednesday racing will start at or shortly after 4:30 PM unless there is a notice of change. Weekend racing will start at or shortly after 1:00 unless there is a notice of change.

When racing is scheduled for Holmes Harbor, the Race Committee will make a pre-race evaluation of sailing and launching conditions with an eye toward safety and the potential for boat damage. If the conditions are deemed sufficiently adverse, the Race Committee may move the racing to Lone Lake or cancel all racing for that day. Every attempt will be made to reach such a decision before boats are rigged (target 3:30). We will try to leave a notice of cancellation or venue change taped to the Freeland Park portable toilet. If you arrive after 3:30 and no one is there, go to Lone Lake

Notice of time changes or any other changes to this notice will be provided via postings on the SWYC website and the Pelican3 yahoo website and by e-mail to SWYC Pelican sailors and others who have provided a contact e-mail address.

Scoring and Throw-outs:

NEW for 2016, SERIES SCORING will be in accordance with the US Sailing High Point Percentage scoring system as follows:


THE HIGH-POINT PERCENTAGE SCORING SYSTEM

1. RACES TO COUNT AND MINIMUM REQUIRED

To qualify for inclusion in the final series results, a member boat shall compete in (i.e., come to the starting area for) at least 66 percent of the races completed, and a guest boat shall compete in at least 5 races. For a race to be counted as part of a series, at least three boats must compete.

2. RACE SCORES

Define ‘N’ to be the number of boats that compete in a particular race. Each boat finishing that race and not thereafter retiring or being disqualified will be scored as follows:

Each place thereafter Subtract 1 point

All other boats that compete in that race, including any that finish and thereafter retire or are disqualified, will score 0 points.
Boats that do not compete in that race (DNC) will not be scored.

3. SERIES SCORES

The series score for each boat will be a percentage calculated as follows: divide the sum of her race scores by the sum of the points she would have scored if she had placed first in every race in which she competed; multiply the result by 1001. The qualified boat with the highest series score is the winner, and others are ranked accordingly.

1Note: Exclude her 10% (rounded down) worst score(s). For this purpose, worst scores are those which will most adversely affect a boat’s high point average. Also see Special Race Committee Provision below. An excluded race counts as a race to qualify a boat for a series score, but not as one of her scored races.

For the Miscellaneous Fleet, we will post the order of finish on the website. Any group of Miscellaneous Fleet sailors wishing to sail for separate series scores may do so by notifying Bill Brown prior to the first race to be counted in their separate series with the following information:

Boat class(es) to be eligible.

Race dates to be included in their series.

Minimum number or percent of races necessary for a boat to qualify for the series.

Throw-outs allowed.

Minimum number of participants required for a race to count for series score.

Other special provisions applicable to their series.

The requesting group(s) will then be scored using the High Point Scoring System as outlined above for the Pelican fleet.

Prizes:

For the Pelican Fleet: Members and guests will sail together and be scored together. “Bragging rights” results for each race day will be published using the low points scoring system per Appendix A if the RRS.

SWYC Members – For the series, the Port Light rotating trophy will be awarded to the qualified member boat with the highest percentage score for the series. Keeper trophies will be awarded for first, second and third place in the member fleet.

Guests – Keeper trophies will be awarded to guest fleet boats based on the number of guest boats who qualify (5 races minimum) as follows. One to three boats – First place only. Four to five boats – First and second places. Six or more boats – First, second and third places.

For the Miscellaneous Fleet – For sub-groups of the miscellaneous fleet who successfully petition for series scoring per the provisions under “Scoring and Throw-outs:” above, keeper trophies will be awarded based on the number of qualifying boats as follows: three to four boats – First place only. Five to six boats – First and second places. Seven or more boats – First, second and third places.

Special Race Committee Provision: SWYC members who serve as Race Committee will not be scored for races for which they serve, but those races will count toward their participation requirements for series qualification. This provision is limited to one race day, the first one that the member is on the Race Committee.

Sailing Rules: Racing will be subject to the RRS 2013-2016 including US Sailing National Prescriptions, except as modified herein and/or in the Sailing Instructions. 360 degree (one turn) penalties apply for ALL rule of part 2 or rule 31 infractions. This modifies rule 44.1. Sailing instructions with courses will be distributed on race days. Make sure you get one and follow the instructions. With respect to protests, we will follow the same protocol as last year which is as follows:

“Protests will hopefully be avoided. However, if a protest is lodged in accordance with all applicable provisions of the sailing rules, an attempt will be made to resolve the issue through consultation with the rules and the parties involved. If this is not possible, a properly constituted protest hearing will be scheduled at a later date.”
